Request for Applications

​​​​​​​​​​​​​​​​​​​​​​​​The Orange County Department of Education (OCDE) is accepting applications from Local Education Agencies (LEA) for a new project titled Scale-Up MTSS Statewide (SUMS) technical assistance (TA) grants. Funds in the amount of 18 million dollars have been appropriated as part of Assembly Bill 104, Chapter 13, Statutes of 2015, for scaling up of the utilization of a Multi-Tiered System of Support (MTSS). The term LEA refers to public school districts, public charter schools, and County Offices of Education (COEs) for the purposes of this Request For Applications (RFA). The funds for this project must be encumbered or expended by June 30, 2018. The grant funding will be distributed into three separate Cohorts with up to 6 million dollars being awarded in each round of applications.​

The online SUMS Grant Application will guide applicants through each component.

  • Application Narrative, Form C must be completed within the online portal. It is recommended that applicants prepare Form C responses on a separate document, and then copy/paste the responses into the appropriate sections in the online application form.
  • Upload completed Forms A, B, D, E, and F in the appropriate sections within the application portal. Uploaded files must be in PDF or Excel (.xls) format. Hard copy proposal materials will not be accepted.

Before submitting the final SUMS Grant Application, please ensure that the application is complete and that all required files are uploaded.

OCDE Instructional Services Division must receive the complete application, including all required components, by 5:00 p.m. PST on Friday, November 3, 2017. After the 5:00 p.m. PST proposal deadline, the application portal will close and no further submissions will be accepted.
