Title III

Title III of the No Child Left Behind (NCLB) Act provides federal financial support to state and local educational agencies (LEAs) for English Learners (ELs) and immigrant students. The purpose of Title III is to ensure these students attain English proficiency and meet the same achievement standards other students are expected to meet.

 

NCLB includes targets for ELs called Annual Measurable Achievement Objectives (AMAOs). Specifically, each year a certain percentage of ELs are expected to...

  • increase one level of English proficiency (AMAO 1)

  • attain English proficiency (AMAO 2)

  • meet English language arts and mathematics grade level standards (AMAO 3)

LEAs that do not meet one or more of the target AMAOs for two or more years in a row are in Title III. OCDE offers technical assistance and customized support to Orange County districts that are in Title III. 

AMAO Goals 2015-16

Using your score results from assessments given in 2014-15 school year, districts must meet the following goals:

AMAO 1 Goal: 62% of ELs must make annual progress in learning English.
AMOA 2 Goal: 25.5% of students who have been in US schools for less than 5 years must attain English proficient level AND 52.8% of students who have been in US schools for 5 years or more must attain English proficient level.

Technical Assistance Workshops 

The Title III Technical Assistance Workshop will provide participants with information on the following:

  • Review activities and documents required to submit to CDE
  • Identify role and responsibilities of the LEAs and regional county leads
  • Requirements for Title III-funded districts, consortia, and charters that have not met the AMAOs for two consecutive years.
  • Requirements for Title III-funded districts, consortia, and charters that have not met the AMAOs for four consecutive years.
  • Needs Assessment
  • Title III Goals
  • English Learner Subgroup Self-Assessment (ELSSA) and other resources
  • Title III Plan Deadlines
  • Title III Assurance
  • California Accountability and Improvement System (CAIS)
