District Credential and Fingerprinting Services

​​District Credential Services offers telephone and in-person assistance and guidance to Orange County's school districts and the general public.  The department provides understanding of the different types of credentialing available for in-state, out-of-state, or outside the United States to trained individuals who have a desire to be employed in the education field. 

The following are different credentials individuals can hold:

  • Administrative Services
  • Adult Education
  • Child Development Permit
  • Clinical and Rehabilitative/Speech Language Pathology
  • English Learner Authorization
  • Librarian
  • Multiple Subject
  • Pupil Personnel Services
  • Single Subject

Credential Registry maintains all teaching and services credentials and several types of permits for Orange County school districts, along with non-public and charter schools.  
 
Assignment Monitoring Review is conducted annually of one-fourth of our school districts along with and Williams’ Deciles grades 1-3 school site to ensure each certificated personnel holds the appropriate credential to work with our pre-school, general education, special education, and ROP students.  A final report is sent to the Commission on Teacher Credentials by July 1 of each year. 
 
Commission on Teacher Credentialing oversees college, university, and alternative program accreditations, issuance of credentials and permits, examination to meet subject matter competency and changes in legislation and regulation of teacher credentialing.
 
 
Fingerprinting Services (Live Scan) are offered on-site to both the public and private individuals. Our primary customers are public school districts employees. A “Request for Live Scan” form, with your employer's billing information, is needed in order to be fingerprinted.  A fingerprint appointment is required prior to your arrival.

Fingerprinting Fees range from $20.00 to $91.00, depending on level of service required from the Department of Justice. 
Personal checks or cash are the only forms payment accepted at this time.  You must present a valid form of a government issued identification.  It can be one of the following:
  • Driver license or State Identification Card
  • VISA/Passport
    
 
Appointments are available Monday-Friday 8:00 am to 5:00 pm.
Appointments are scheduled every 10 minutes with the last appointment of the day scheduled for 4:15 pm. 
No walk-in service is available at this time.
 
Fingerprint Clearing House Consortium was established to maintain fingerprint clearance for all substitutes, part-time and temporary positions of Orange County school districts. This service is not available and cannot be used by private agencies or Non-Public schools.
